Understanding Oracle's Java SE Employee Metric

Oracle's January 2023 shift to the Employee Metric fundamentally changed how Java SE licensing is calculated — with major cost implications for enterprises.

Before January 2023: Java SE licensing was based on Named User Plus (NUP) or per-processor metrics. Companies could limit the number of users licensed based on actual Java development and usage.

From January 2023 onwards: Oracle changed to the Employee Metric. This means every employee at your company must be licensed for Java SE, regardless of whether they actually use Java. This includes:

Real impact: A 5,000-employee company with 50 Java developers now must license Java SE for all 5,000 employees. That's 4,950 "phantom" licenses.

For companies on Oracle support, this change was applied retroactively to all back-dated contract periods.
